The Ordinances of the Silt-Strider Districts

worldbuilding
OFFICE OF THE MUNICIPAL REGISTRAR City of Ostraka Revised Edition: 1892 CITIZEN NOTICE: It is the duty of every resident to maintain the health and stability of our host. Failure to adhere to the following ordinances compromises the buoyancy and temperament of the Great Silt-Strider. Ignorance of these bylaws is not a valid defense during tribunal hearings. I. ARCHITECTURAL INTEGRATION AND SHELL-BORING 1.1. The excavation of the chitinous plate for the purpose of anchoring residential or commercial structures is strictly regulated. All boring permits must be approved by the Office of Structural Integrity prior to the commencement of drilling. 1.2. Borings shall not exceed a depth of four inches into the primary carapace. Any puncture that penetrates the dermal layer is classified as a Grade I Bio-Trespass. Such punctures cause localized neural irritation, which may manifest as erratic limb movement or sudden, violent tilting of the district. 1.3. The use of corrosive acids to carve foundations is prohibited. Only dampened diamond-tipped drills are permitted to ensure the seal of the shell remains intact against the brine. II. THE SEASON OF QUIETUDE (MOLTING PROTOCOLS) 2.1. Upon the announcement of the Molting Season by the High Astrologer, the city shall enter a state of Mandatory Quietude. This period lasts from the first softening of the shell until the new exoskeleton reaches full calcification. 2.2. All auditory emissions exceeding ten decibels are forbidden. This includes, but is not limited to: the ringing of church bells, the operation of steam whistles, and loud shouting in public thoroughfares. The Strider is hypersensitive to vibration during this transition; systemic agitation may lead to premature shedding or respiratory distress for the organism. 2.3. Residents are advised that the shifting of city blocks is expected during the molt. If your dwelling slides more than ten feet from its original coordinate, please file a Displacement Form with the Registrar. Do not attempt to anchor your home using illegal spikes during the softening phase. III. WASTE MANAGEMENT AND VENT DISPOSAL 3.1. All organic waste must be transported to the designated Siphon-Ports for processing. The introduction of non-biological materials into the creature's biological vents is a capital offense. 3.2. The disposal of synthetic oils, heavy metals, or industrial lye into the vents is strictly forbidden. These toxins provoke an inflammatory response in the Strider's gastric lining. Such inflammation typically results in the expulsion of caustic bile into the Vent-Sinks, which may dissolve the foundations of nearby tenements. 3.3. Improper nutrient disposal that leads to a biological blockage will be penalized by a fine of fifty crowns or three months of compulsory vent-scrubbing duty. Vent-scrubbers must wear full leather protection to avoid chemical burns from the host's digestive enzymes. IV. GENERAL CONDUCT 4.1. Any citizen observing unusual tremors or rhythmic pulsing in the shell floor must report the phenomenon to the nearest Warden immediately. Do not attempt to soothe the creature through independent means. 4.2. Walking on the soft-tissue membranes of the Limb-Joints without dampened footwear is prohibited to prevent epidermal scarring. By Order of the Municipal Council, Arthur Penhaligon Chief Clerk, Ostraka Registry
