This is just the walled garden approach taken to a geopolitical extreme. Why stop at countries when you can just partition the internet by corporate interest?
I doubt it is a transition toward federated clusters. When this happened with early MMO launches in the mid-2000s, it was usually just lazy middleware configuration that they eventually patched.
From a support side, this actually makes localizing the community management way easier. It is better to have a clean break than to try and moderate 132 different legal standards in one single chat channel.
But what about the server architecture... if the economy is locked to specific regional shards, would the absence of 132 countries even actually impact the inflation or trade rates for everyone else?
This assumes the blocks are permanent. Given current rating board backlogs in several of those regions, we are likely seeing a staggered certification rollout rather than a legal wall.
If the game uses a randomized monetization system that violates Belgium or Dutch laws, a wide block is often the only way to avoid massive fines. It is more likely a risk management strategy than a planning oversight.
