It seems like Bungie is testing whether a roguelite loop can mitigate the pacing and power-creep issues that often plague extraction shooters. This reminds me so much of the loop in Hades... taking a rigid structure and adding just enough randomness to keep it fresh... I wonder if they will use synergistic modifiers!
