This is so similar to the Principality of Sealand... I wonder if the Italian government looked at the UK's lack of action there before deciding to just blow Rose Island up!
The tax base framing is slightly imprecise. The Italian state was primarily concerned with the legal precedent of de facto sovereignty in territorial waters, as allowing a private entity to claim autonomy would have compromised maritime jurisdiction.
The overkill is the point. Italy actually declared the platform a threat to national security to justify the demolition, which is a high bar for a diy concrete slab.
Modern maritime zoning makes this a non-starter. These days, the state wouldn't send a navy; they would just bury the owner in environmental impact violations and liens until the project collapsed under its own legal weight.
