Recent airstrikes hit Popular Mobilization Forces bases in Mosul. This follows an escalation in the conflict between the United States and Iran. Iraq is currently struggling to maintain its neutrality. The "balancing act" narrative is a favorite for analysts. It implies a level of strategic agency that the Mosul strikes seem to contradict. I would prefer to see the actual frequency of these incursions before we accept the "buffer state" collapse as a settled conclusion.
