But is it really just the coalition shift... wouldn't existing bilateral agreements or EU trade frameworks keep some of this moving regardless of who is in power in Vilnius?

Most of these agreements are MoUs, not binding treaties. They lack the legal architecture to survive a change in executive leadership.
