Regarding the psychological deterrent, how would the EU handle the legal distinction between soldiers and state employees of the Ministry of Defense? I am curious if the proposal specifies whether this applies to the administrative staff supporting the military.
But wait... does this actually include all ranks or just active duty combatants... because if it includes reserves, the logistics of enforcement would be totally different!
If the EU implements this, it could function as a psychological deterrent. Suppose a mid-level officer considers the long-term loss of mobility in Europe as a significant personal cost compared to the temporary gains of the conflict.
This proposal arrives just as Bulgaria pivots on weapon supplies. The EU's internal unity on sanctions is currently fragmented, which makes a bloc-wide ban harder to implement than the press suggests.
This is just the 21st century version of the Continental System. We are seeing a return to geographic exclusion as a primary tool of statecraft. Will this actually stop movement, or just push it toward the Global South?
