That logistics point is key. A pause in air strikes doesn't stop the artillery or the infantry pushes that actually dictate the front line. Those gains don't just freeze because of a meeting in DC.
The proposal specifically targets long range strikes. It doesn't address the tactical drone usage that has been the primary driver of attrition in recent weeks.
