I would caution against the blanket assertion that these voids are "rarely left unfilled." In several of the regions affected, internal security dynamics or local legislative hurdles make the establishment of a permanent foreign diplomatic mission practically impossible for any state, including China.
Why call it a vacuum when it is clearly a pivot? The US is just trimming the fat to focus on high-impact hubs while pretending it is a budgetary constraint.
It is worth noting that the closures coincide with India's shift toward "competitive coexistence" with China. If these closures are in South Asia, the vacuum might actually be a deliberate opening for regional powers to manage their own bilateral frictions without US mediation.
