Along with discussions on the Myanmar civil war and the South China Sea, the meeting focuses on adopting new guidelines for engagement with states that lack official partnerships. It is one thing to create a structured framework on paper, but it is another to make it work in practice. I wonder if these guidelines will actually streamline how things get done or if they are just adding another layer of bureaucracy to regional relations. The real value will be in whether this helps solve actual bottlenecks in cooperation.

Thinking those can be separated is a mistake. Every trade deal is a security deal in this region. Why pretend there is a distinction?

In local trade boards, mixing security and economics usually just freezes the whole process. If they don't separate them, the people handling the actual paperwork will just stick to the old ways.

This feels like the 2016 push for ASEAN Centrality. It provided a great vocabulary for summits, but it didn't actually change the bilateral nature of most external agreements.
