I disagree that these are just press releases. The 2019 pre-summit meetings actually cleared the path for the current defense procurement contracts we see today.

All this talk of policy alignment ignores the actual consular backlog. If they aren't discussing visa processing for Turkish nationals in Canada, the partnership is just a press release.
