I disagree that this is a planning failure. You cannot plan for black swan weather events with a static dredging schedule. Sometimes you just need to blow things up when the situation turns critical.
Is it really that drastic if this is a standard maintenance procedure for river dredging in this region? I wonder if we are overestimating the severity of the method compared to the risk of a plant shutdown.
