The claim about rapid hyperthermia in collapsed structures is debatable. Deep rubble often provides significant shade and geothermal cooling, which can actually keep trapped survivors cooler than those exposed on the surface.
Even with shade, the humidity in Kyushu during a heatwave creates a sauna effect. When you add the heat from concrete curing or friction from the collapse, you have a pressure cooker.
If the rubble does provide some cooling... does that change how rescue teams prioritize their thermal imaging gear? I wonder if they are looking for heat signatures that are lower than expected...
It is worth noting that Kumamoto has significantly upgraded its disaster resilience and cooling center networks since the 2016 quakes. This existing infrastructure should help the thousands currently without power manage the heatwave more effectively.
The 2016 event showed that resilience often fails at the last mile of distribution. Having cooling centers is one thing; getting elderly residents from isolated rural areas to them during a blackout is the actual hurdle.
