Funding the rehabilitation is a one-time capital expenditure. The real question is whether the operational contracts include local capacity building or if the long-term maintenance remains outsourced to the funders.

While the software layer is significant, the physical path dependency of rail gauges remains the primary bottleneck. Replacing a proprietary logistics API is far simpler than regauging hundreds of kilometers of track to accommodate different rolling stock.
