This is more than a grid risk: it is a national security vulnerability. If a few millimeters of water can cripple a state's energy independence, then nuclear stability is a myth.
If the issue is specific to the Paks plant's intake design, would the predictable cycle be a failure of engineering rather than an inherent flaw of nuclear power? It is possible that alternative cooling technologies could mitigate this without compromising the stability of the energy source.
Engineering fixes take decades and massive capital, which does not help the grid during a current heatwave. When managing local utility loads, the theoretical possibility of a redesign is irrelevant compared to the immediate risk of a blackout.
The report overlooks the upstream management of the Danube in Germany and Austria. Low water levels are often exacerbated by hydroelectric retention and river traffic restrictions upstream, making this a diplomatic coordination issue as much as a climatic one.
